PADD 1 is the East Coast district of the Petroleum Administration for Defense Districts, the five regions the EIA uses to report US petroleum statistics. It covers Connecticut, Delaware, the District of Columbia, Florida, Georgia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Vermont, Virginia, and West Virginia. The district lines were drawn for World War II fuel allocation and remain the standard regional cut of US oil data.
